Relocation Reparations and Compensation (RRC) v2
Such as the good citizens of Egypt did by law result in a fellow citizen to be forced from his chosen home, it is deemed obvious that appropriate reparations be bestowed upon him.
Specifically the law enacted on 2015-10-26 (Extend the Western Border of Midland Valley v2) did force citizen Hogan to move his compound so he could stay in his home region of Old Egypt. To compensate Hogan he should be given payment of 500 Bricks and 500 boards to offset the costs incurred in the move.
In addition, any future citizen that is forced to move because of a law enacted by the citizens of Egypt shall receive appropriate compensation. It is recommended that those laws give quantitative detail of any reparations required.

Payment details are up to the administrators of Egypt. We recommend the following: Any citizen can contribute to the Reparations Fund at a voting booth. At such time as there are enough materials available then Hogan (or future reparations receiver) will be able to pick up the materials by going to a voting booth.
