This building becomes available when you learn the Obelisk Construction 3* tech. You must also have started the Test of the Obelisk.

*Note that this tech CANNOT be taught. You must learn it from the University.

Time Required To Hold Power

Once built your obelisk must be the tallest in the region for a number of days without anyone building a larger one in order to pass the test.
