Rise the ladder promotion
Anyone who hires 3 people to the bureau (not people directed by me, but those who look to recruit people on their own time) will have the opportunity to rise a rank. If their 'boss' has also followed this clause the two of them will share time at that rank. Anyone rising in rank will be required to deposit collateral (alloys or other valuable material) that will be held until a successful completion of the bureau. Please chat Bezurn if you have any questions or concerns about this. Anyone you recruit must be someone you can trust, or at least someone you have known for a while.
