Garlic seeds are obtained from Universities of Worship (randomly -- each citizen will get a randomly chosen type of vegetable seed), where Agriculture has been unlocked.
To grow garlic, plant it in sandy ground, water it, and every time the plant grows larger water it again, until it has reached the largest size, which may be harvested.
Note: I've only grown Garlic in one spot (sandbank by a lake in CCR), and the yield was always 2 garlic, 1 garlic seed.
