Mine Nationalization Act
The purpose of this law is to open up mines for any who are willing to put in the effort while retaining an incentive to create mines.
For a given mine, players who have normal access to the mine either because they own the mine, they have the proper rank in the guild that owns the mine are called "Normal Miners". If the mine allows public access all players are "Normal Miners" for that mine. All other players are called "Supplicant Miners" for that mine.
Any existing mine and any future mine may now be worked any player. Supplicant miners for that mine are subject to the following restrictions: First, supplicant miners may not access a mine's inventory.
Second, supplicant miners may not use a mine that has been used by a normal miner within the previous hour.
Third, supplicant miners do not recieve any gems or coal produced by a mine.
