Mine Nationalization Act

Terminology:

Players who have normal access to a mine either because they own the mine, they have the proper rank in the guild that owns the mine, or the mine allows public access are called "Normal Miners"

All other players are called "Supplicant Miners"

All mines may now be worked by supplicant miners subject to the following restrictions: First, supplicant miners may not access a mines inventory. Second, supplicant miners may not use a mine that has been used by a normal miner within the previous hour. Third, supplicant miners do not recieve any gems or coal produced by a mine. Fourth, supplicant miners receive half (rounded down) of any workload and the remainder is deposited in the mine inventory.
