Whereas the dissemination of new technologies is vital to progress and the advancement of Egypt and her citizens, and
Whereas any available technology is free to any citizen who asks to learn it, and
Whereas the person-to-person teaching of new technology by a series of lessons is a well-known ability, and
Whereas the scientists at Egypt's various Universities are hardworking persons who rarely have the leisure to travel and confer with their far-flung colleagues, therefore
Let Egypt establish new law that permits individual citizens to donate time and effort to assist the scientists in the transmission of technological lessons from University to University, in the following manner:
1. Any citizen may, upon first learning a technology from a University, request permission from the teaching University to courier one lesson to one other University. 2. While acting as a courier, the citizen must refrain from using the technology, or the couriered lesson will be forgotten. 3. Upon successful transmission of the lesson to another University, the courier may use the new technology without penalty. 4. Any citizen who completes a courier mission will gain a title, Courier of #(number of successful missions). 5. The position of Pharaoh's Courier shall be established to recognize the efforts of the citizen who has completed the most successful courier missions.
