Laws/Departed Persons Act (DPA) v3/tehm edit
This act details the means by which anything* owned by a Departed Person or Departed Guild may be claimed by a paid account..
Part I: Definitions
Definition of a Departed Person:
- A "trial" account which has been inactive for 14 days or more.
- An "Unpaid" account which has remained unpaid for 60 consecutive days or longer.
- A "Quit" account 60 days after their account goes into unpaid status.
Banned Players
Permanently banned players shall be considered 'unpaid' as of the date of their permanent exile, for purposes of this Act. Salvage or claiming rights to their possessions shall *also* remain in effect as provided by any other laws.
Definition of a Departed Guild:
A guild shall be considered "Departed" if it consists of only departed persons.
Definition of Heirs:
Every paid player is already allowed to name 1 player as the 'Heir' of their possessions under the Last Will and Testament option.
"Days" - shall refer to real world days.
"Good" Rating is the numerical value of precisely one "Good" rating judgment on a Test.
Part II: Circumstances surrounding Departed Persons/Guilds
The Departed
Under this act, anything owned by a Departed Person or Departed Guild (excluding mentor shrines) may be claimed by a paid account.
Explanation of Heirs:
Upon the affected player reaching 45 days of "unpaid/quit" status, that player's heir shall be notified that the affected player is in danger of becoming "departed". At this point, the heir has 15 days to claim the items bestowed upon him/her. If these items remain unclaimed at the time the affected player becomes "departed," the possessions can be claimed by any paid account.
Guilds with missing elders (but not necessarily departed persons:)
In the event that a guild has no paid elders*, all guildies belonging to the next rank that contains paid players will be promoted to elder in the event that all elders have either:
- quit the guild
- gone unpaid for the length of the 'promotion time'
The default 'promotion time' for a guild will default to 7 days. All guild elders will have the option to adjust the guild's 'promotion time' at the guild hall. The minimum 'promotion time' will be 0 days, and the maximum 'promotion time' will be 14 days.
Part III: EXCEPTIONS
The following items shall be permanently exempt from Claiming under this law:
- Mentor Shrines
- Any Art or Thought Test project meeting the following criteria is exempt:
- Either its Average Rating exceeds "Good" as defined above OR its Approval Rating is at least 55% OR it is Recognized by Egypt
- AND Is still open for votes
- AND Is not built in a compound or on a structure owned by another player or guild.
