Solved

Thanks to a group effort deciphering the mysterious language (see below) spoken by the stranger, Filkri, a series of clues led Seba to find an Ancient Forge in Heaven's Gate (-1237, 5390). The forge uses Orichalcum Pellets made from Octec's Alloy as fuel.
