Clean Egypt Act
[PhysicsVeto on the changes to Salvage, because laws can not change tuitions; if enacted, this law will change Citizenship so that "Tear down a Wood Plane", "Tear down a Flax Comb", etc. are required tasks. -Teppy]
Immigrants are often leaving work benches and other items from their citizenship test behind when moving on to settle somewhere, because they can't be bothered to clean up.
I propose that one level of Salvage is made achievable with basic materials, and becomes part of the Welcom to Egypt citizenship task list. Then everybody would be motivated to clean up after himself to get some resources back.
