A wet clay mortar is made by hand out of 4 clay in your inventory, using an option from your "Skills.." menu listed as "Mould a clay mortar". The Pottery skill is required to do this.
Wet Clay Mortars can be loaded into a True Kiln, up to 12 at a time, and fired to produce Clay Mortars.
