You don't need to train fly tying to level 4 to use a hardened lure. As long as you have fly tying 1 and fly fishing 1, you can use any lure in your inventory.
I can make you the lures free of charge.
Just bring me 1 insect, 2 thread, 1 twine, 7 saltpeter, and 1 thorn for each lure you want made.
